With interest rates at record lows and unlikely to go much lower, does it make sense to continue holding a significant allocation to bonds when bond prices have nowhere to go but down? Many investors have advocated a change in allocation strategy. Proponents argue that it is naive to consistently hold the same asset allocation in all markets. Detractors, armed with mutual fund flow data, argue that investors, whether institutional or retail, all end up shooting themselves in the foot. This presentation will attempt to survey the debate and propose a set of constraints by which small tactical decisions can be made within a stable asset allocation framework.
