Vanguard S&P Small-Cap 600 Value ETF (VIOV) is a passively managed U.S. Equity Small Value exchange-traded fund (ETF). Vanguard launched the ETF in 2010.

The investment seeks to track the performance of the S&P SmallCap 600® Value Index that measures the investment return of small-capitalization value stocks in the United States. The target index measures the performance of small-capitalization value companies in the United States. Under normal circumstances, the fund invests at least 80% of its net assets, plus the amount of any borrowings for investment purposes, in the stocks that make up the target index.
