Another driver is credit card activity, which has already begun to rise due to the lifting of COVID-19 travel restrictions. Return of capital is accelerating in the second half of 2021 following the Fed’s Dodd Frank Stress Test (DFAST) results. As expected, all 23 large banks tested remained well above their risk-based minimum capital requirements and other restrictions put in place during Covid-19. All large banks are subject to the normal restrictions of the Fed’s stress capital buffer (SCB) framework, which sets the return of capital guidelines. The largest banks, like JPM, are well above the SCB, so we have seen material increases in dividends and share repurchases.
